BUIP218: Andrew Stone for Developer

As Developer, I would like to continue my efforts to help BU bring Nexa into fruition. We have just completed our first hard fork upgrade, and infrastructure like wallets, explorers, data access, and token tools are solidifying. The next four years will see our first halving and will see us push Nexa into the application space. I would love to help shepherd BU and Nexa through that exciting period!
