Guide: VotePeer test election

Hey, the following link is to a “readme”/markdown document for the parallel election. It is open for merge requests and other feedback.

BU_TEST_README.md, notes prerequisites and processes for participants involved in the VotePeer-test election. The document intends to give Bitcoin Unlimited members an overview of what Setup and Voting-activities that are required to participate in the election.

Any feedback, question, or suggestion is always welcome. It’s open-source!!
